It`s an old configuration file generated in 2014 (Windows Update somehow alters it to be visible):
Use "Save As" from the open desktop.ini file to display its local URL;
Copy the local URL and paste it into the File Explorer to get to the Folder where the desktop.ini file is;
Right-Click the desktop.ini file to open its Properties options;
Tick the "Hidden" Box located next to the Advanced options Button;
Click "Apply", "OK", and restart Windows.
